Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Individual Occupational Requirement: In order to meet the basic requirement of the Telecommunications Specialist, 0391 series, you must possess one of the following: An Undergraduate and Graduate Education: with a major study in: electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. OR, Specialized Experience: Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology. In addition to meeting the Individual Occupation Requirement above, you may qualify based on your experience and/or education as described below: Specialized Experience at all grades: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supports all components of post-production facility and functions as technical expert of a variety of technically complex video and file-based media production equipment used in the production of media products. Troubleshoots/resolves technical issues relating to operation of non-linear editing systems with both video & file-based ingest, shared storage & media asset systems. Support a wide range of audiovisual engineering and production, studio and post-production equipment and workflows including video encoding, streaming, motion graphics, sound recording, editing, motion picture, and photography in studio, and on-location media production. Supports studio production systems including 2 ME (mix effect) and 3 ME level HD production switchers, SMPTE fiber studio cameras and camera control units, HD video recorders, 2D and 3D character generators, compositing systems, file-based media playback & record systems, digital studio audio consoles & HD digital cinema Sony F3/F55 cameras, and video encoding. OR, Education to Qualify at the GS 9: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a master’s or equivalent graduate degree which related to the work of the position or 2 full years of progressively higher level graduate education leading to such a degree. (TRANSCRIPTS ARE REQUIRED) Education to Qualify at the GS-11:: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must possess a Ph.D. or equivalent doctoral degree which related to the work of the position or 3 full years of progressively higher-level graduate education leading to such a degree. (TRANSCRIPTS ARE REQUIRED) OR, Combination of Education and Experience to Qualify at the GS 9:: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education of 1 full year of graduate level education related to the work or possess Superior Academic Achievement (SSA) as an undergraduate. (TRANSCRIPTS ARE REQUIRED) SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership: Class standing — Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses. Grade-point average (G.P.A.) — Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 (“B” or better) as recorded on their official transcript; or 3.5 or higher out of a possible 4.0 (“B+” or better) based on the average of the required courses completed in the major field. Honor Society Membership — Applicants can be considered eligible based on membership in one of the national scholastic honor societies recognized by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. Combination of Education and Experience to Qualify at the GS-11: An equivalent combination of specialized experience and graduate education as described above may be used to meet the total qualification requirements for this position. Only graduate education in excess a master’s or equivalent graduate degree which related to the work of the position may be used to qualify at this level. (TRANSCRIPTS ARE REQUIRED) You will be rated on the following Competencies for this position: Engineering and Technology- Knowledge of engineering concepts, equipment, tools, mechanical devices, and their uses to produce motion, light, power, technology, and other applications. Technology Application- Uses machines, tools, equipment, computers and computer applications effectively to analyze and communicate information in the appropriate format. Telecommunications- Knowledge of transmissions, broadcasting, switching, control, and operation of telecommunications systems. Analysis and Problem Solving- Diagnoses issues, identifies and gathers relevant information, formulates and evaluates alternative solutions, and recommends the preferred solution. Problem Solving- Identifies problems; uses sound reasoning to arrive at conclusions; finds alternative solutions to complex problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is performed in a wide variety of environments. Stooping, standing, lifting and other physical demands are required. The work can require long periods of standing, recurring bending or stretching or recurring lifting of items weighing up to 50 pounds. Work may also involve occasional travel and may include prolonged standing, walking, and transport of instructional supplies and/or equipment in excess of 30 lbs.
