Position may be filled at the GS-07, GS-08, or GS-09 level. The duties of this position are developmental in nature, leading to the full performance level of GS-09. The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level. Note: Promotion is not automatic. In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement – this information must be clearly supported in the resume. To qualify at the GS-07, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-06 in Federal service. Specialized experience at this level is defined as: providing engineering support to senior engineers in the development, planning, and design of civil engineering construction projects; conducting site visits to gather data in the development of projects; and performing a variety of research and review of technical data, specifications, and drawings to assist in the administration of construction contracts OR 1 year of graduate level education leading to a Masters or equivalent graduate degree in a field directly related to the position such as construction management, civil, electrical, materials or mechanical engineering, OR an equivalent combination of experience and education. To qualify at the GS-08, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-07 in Federal service. Specialized experience at this level is defined as: reviewing contract specifications for accuracy; interpreting contract provisions; analyzing and processing contractor claims; preparing estimates; reviewing subcontracts and reports for compliance with specifications; preparing sketches and developing layouts, construction details, and drawings, OR 2 years of progressively higher level graduate education or a master’s degree in a field directly related to the position such as construction management, civil, electrical, materials or mechanical engineering, OR an equivalent combination of experience and education. To qualify at the GS-09, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-08 in Federal service. Specialized experience at this level is defined as: performing construction contract administration functions, including contract adjustments and claims; negotiating contract modifications; conducting price analysis to evaluate the impact on overall contract costs; preparing estimates and final payment estimates on contracts; reviewing payroll and purchase documents for compliance with contract; preparing design site layouts, statistical charts, graphs, diagrams, maps, cross-section, and centerline profiles, OR years of progressively higher level graduate education or a master’s degree in a field directly related to the position such as construction management, civil, electrical, materials or mechanical engineering, OR an equivalent combination of experience and education. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
