Specialized experience must demonstrate the following: GS-11: One year of specialized experience equivalent to the next lower grade level (GS-10) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Preparing pre-award technical reviews of contract documents for Bid ability, Constructability, Operability and Environmental compliance on Design-Bid-Build and Design Build projects of varying difficulty and complexity; 2) Performing Field Quality Assurance duties on construction contracts; 3) Providing contract oversight on contractor Safety and Quality Control programs; 4) Fully functioning as an experienced and independent Quality Assurance (QA) Representative in the field of construction in the areas of Structural, Civil, Mechanical and electrical building systems.
